8. RATIFICATION OF REASSIGNMENT OF STUDENTS TO SCHOOLS
Description

Reassignment of students to schools within the county have been approved by the administration or recommended by the Student Reassignment Appeal Board in accordance with policies of the School Board.  They are presented for formal ratification.

GENERAL ITEMS

9. APPROVAL OF AN EDUCATIONAL SYSTEM IMPACT FEE REIMBURSEMENT
Description
In October 2011, an investigation by Sarasota County staff determined that impact fees in the amount of $12,444.55 had been assessed in error, and the county has subsequently reimbursed the home owner for the county's fees.  This item will authorize the reimbursement of the $2,032.00 school impact fee, which also should not have been assessed.

Recommendation
That the School Board authorize the reimbursement of the Educational System Impact Fee in the amount of $2,032.00 to Cheryl Leutholt.

AGREEMENTS/CONTRACTS

10. APPROVAL OF THE CONTRACT FOR EDUCATIONAL SERVICES BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND POSITIVE BEHAVIOR INTERVENTIONS, INC.
Description
Positive Behavior Interventions, Inc., will provide Board Certified Behavior Analyst to assist a team of severe social/emotional behavioral disordered students in developing and analyzing a plan to implement instructional programs.

Recommendation
That the contract for behavioral intervention services between the School Board of Sarasota County, Florida, and Positive Behavioral Interventions, Inc., in the amount of $175,000, be approved as presented.

11. APPROVAL OF THE CONTRACT FOR SPEECH LANGUAGE PATHOLOGIST SERVICES BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND KIM HARSHBARGER
Description

Ms. Harshbarger will be providing Speech and Language therapy and evaluation services at districted schools based upon student need.  These services are due to IEP requirements.



Recommendation
That the contract for Speech and Language therapy and evaluation services between the School Board of Sarasota County, Florida, and Kim Harshbarger in the amount of $60,000.00, be approved as presented.

12. APPROVAL OF THE AFFILIATION AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, ("SCHOOL BOARD") AND LAKEWOOD RANCH MEDICAL CENTER ("HEALTH CARE FACILITY")
Description
The School Board offers to enrolled students a Health Science program and the Health Care Facility manages a health care facility.  The School Board desires to provide its students a clinical learning experience through the application of knowledge and clinical skills in actual patient-centered situations in a health care facility and the health Care Facility has agreed to make its facility available to the School Board for such purposes.

21. APPROVAL OF THE COOPERATIVE AGREEMENT BETWEEN THE DEPARTMENT OF JUVENILE JUSTICE AND THE SCHOOL BOARD OF SARASOTA COUNTY
Description

This agreement outlines the roles and responsibilities of the Department of Juvenile Justice and the School Board of Sarasota County in the development of a program to provide a comprehensive system of care to meet the needs of students in juvenile justice settings.

This agreement is for a four year period ending in 2016.



Recommendation
That the School Board of Sarasota County approve the cooperative agreement with the Department of Juvenile Justice as presented.

22. APPROVAL OF AFFILIATION AGREEMENT WITH UNIVERSITY OF NORTHERN IOWA
Description
The Affiliation Agreement with the University of Northern Iowa is used to provide internship opportunities for student teachers.

23. APPROVAL OF AFFILIATION AGREEMENT WITH ANA MENDEZ UNIVERSITY
Description

The Affiliation Agreement with Ana Mendez University is used to provide internship opportunities for student teachers.

24. APPROVAL OF A CELL TOWER SUBLEASE
Description
Sarasota County Government sub leases space for the County's lift station repeaters on the Crown Castle cell tower that is located on the SCTI campus.  The School Board lease with Crown Castle requires that the School Board approve any sub leasing agreements.

Recommendation
That the School Board of Sarasota County approve the lease agreement for Sarasota County with Crown Castle, as presented.

FIELD TRIPS

25. APPROVAL OF BOOKER MIDDLE'S CHORUS FIELD TRIP TO ATLANTA, GA, ON MARCH 29, 2012 THROUGH APRIL 1, 2012
Description
This trip will give the students the opportunity to perform in the National Choral Competition.  A judge will work directly with the students and they will receive written feedback from this judge.  This experience allows the students to bring new knowledge back to the classroom.

Recommendation

That Booker Middle School's Chorus field trip to Atlanta, GA, on March 29, 2011 through April 1, 2011, be approved.



EXPULSIONS

26. APPROVAL OF EXPULSION CASE NO. 11-282
Description
The student listed in Expulsion Case No. 11-282, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On January 31, 2011, the student listed in Expulsion Case No. 11-282, School Board Policy 5.321, Possession of Weapons and Other Prohibited Articles.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until February 14, 2012.

Recommendation
That in accordance with revisions of Sections 1006.07(1)(a)(b),  Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 11-282, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until February 14, of the 2011-2012 academic year.

27. APPROVAL OF EXPULSION CASE NO. 12-115
Description
The student listed in Expulsion Case No. 12-115, violated School Board Policy 5.34(1)(g), Fighting.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until January 14, 2013.

That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 12-115, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2011-2012 academic year, the 2012 summer session  until January 14 of the 2012-2013 academic year.

That in accordance with provisions of Sections 1006.071)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in expulsion Case No. 12-061, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2011-2012 academic year.

29. APPROVAL OF EXPULSION CASE NO. 11-307
Description
The student listed in Expulsion Case No. 11-307, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On February 11, 2011, the student listed in Expulsion Case No. 11-307, violated School Board Policy 5.34(1)(e), Disruption of a School Function.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until February 25, 2012.

That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 11-307, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until February 25 of the 2011-2012 academic year.

Description

On September 13, 2011, the student listed in Expulsion Case No. 12-029, violated School Board Policy 5.34(1)(a), Possessed, Used or Sold a Substance Capable of Modifying Mood or Behavior.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 4, 2012.

That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified  in Expulsion Case No. 12-029, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2011-2012 academic year.

31. APPROVAL OF EXPUSION CASE NO. 11-213
Description
School Board Policy 5.34(4) permits the Board to hold in abeyance, the expulsion of a student, if the student participates in a recognized alternative-to-expulsion program.  This student has been withdrawn from the Triad program and her expulsion reinstated.

Recommendation
That the abeyance of Expulsion Case No. 11-213 be rescinded per School Board Policy 5.34(4).

Description

The student listed in Expulsion Case No. 11-363, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On February 22, 2011, the student listed in Expulsion Case 11-363, violated School Board Policy 5.322, Prohibition Against Use, Sale, or Possession of Alcohol, Drugs, or Paraphernalia.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until August 1, 2012.



Recommendation

That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in expulsion Case No. 11-363, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2011-2012 academic year, the 2012 summer session, until August 1, of the 2012-2013 academic year.

The student listed in Expulsion Case No. 12-165, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On November 15, 2011, the student listed in Expulsion Case No. 12-165, violated School Board Policy 532(1)(e), Battery on School Board Employee. It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 15, 2013.

34. APPROVAL OF EXPULSION CASE NO. 12-083
Description
The student listed in Expulsion Case No. 12-083, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On October 17, 2011, the student listed in Expulsion Case No. 12-083, violated School Board Policy 5.32(1)(k), Threats to School Personnel.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 30, 2012.

That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 12-083, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2011-2012 academic year.

The student listed in Expulsion Case No. 11-525, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On June 6, 2011, the student listed in Expulsion Case No. 11-525, violated School Board Policy 5.34(1)(d), Battery on Another Student.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 4, 2012.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 11-525, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2011-2012 academic year.

Description
Bids to provide 'Fence Installation and Repair Services' were received from five vendors on November 9, 2011.  The bids of Bodi and Associates, Inc., dba Fontanyi Fence and Stewart Tennis Courts and Fencing, Inc., were the best low bids meeting the advertised specifications based on a sealed scenario.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the transfer from capital budget allocated to the Facilities Services Department.

Recommendation
That the bids of Bodi and Associates, Inc., dba Fontanyi Fence and Stewart Tennis Courts and Fencing, Inc., to provide 'Fence Installation and Repair Services' in an amount not to exceed $350,000, be approved for award and purchase.

42. APPROVAL TO AWARD BID #12-0102 FOR EDUCATION CHANNEL EQUIPMENT AND INTEGRATION
Description

Bids to provide 'Education Channel Equipment and Integration' were received from three vendors on September 15, 2011.  The bid of Pro Sound, Inc., dba Pro Sound and Video was the best low bid meeting the advertised specifications.  The bid of Encore Broadcast was non-responsive to the requirement of providing a bid bond per the bid specifications.  The Systems Group, LLC, was non-responsive as they qualified the bid terms and conditions.  Reasons for not selecting the apparent low bid are included with the bid tabulation. The funds for this purchase are contained in the capital budget allocated for the project.



Recommendation
That the bid of Pro Sound, Inc., dba Pro Sound and Video to provide 'Education Channel Equipment and Integration' in the amount of $967,181, be approved for award and purchase.

49. APPROVAL OF THE DELETION FOR DEMOLITION OF PORTABLES #99-095 AND #99-097 AT MCINTOSH MIDDLE SCHOOL
Description

The Long Range Planning office has determined that these relocatable classrooms are no longer needed by the District.  The specified portables recommended for deletion have been inspected by Construction Services and Facilities Services staff and are deemed to be no longer economical to maintain or renovate.  These portables are currently being utilized for various purposes as cited on the enclosure.  Funds for demolition are available in the capital projects account.



Recommendation
That the deletion of Portables #99-095 and #99-097 at McIntosh Middle School from the F.I.S.H. inventory for demolition be approved as presented.

53. APPROVAL TO ADVERTISE PROPOSED ATTENDANCE ZONE CHANGES FOR HERON CREEK AND WOODLAND MIDDLE SCHOOLS
Description
In September of 2011 Superintendent White authorized the formation of a Boundary Advisory Committee to recommend changes to the attendance zones for Heron Creek and Woodland Middle Schools due to the imbalance in enrollments in North Port's middle schools.  The committee of principals, SAC chairs, teachers, and parents is proposing a redistricting that would affect approximately 185 students beginning in the 2012-13 school year; rising Heron Creek 8th graders and their rising 6th and 7th grade siblings would be allowed to remain, with no transportation provided.  A map of the proposed boundaries and the walking descriptions are attached.

Recommendation
That the School Board authorize the advertisement of proposed boundary changes, with specified grandfathering criteria, for Heron Creek and Woodland Middle Schools for the 2012-13 school year, as presented.
